Error for Premium Number "Sorry this number just got reserved, please try different one."

The number appears in the search but I cannot checkout. I tried at multiple times i get this error "Sorry this number just got reserved, please try different one." What to do? who has the authority to reserve a number? If I want to reserve any number can i do it? What to do if i want that number?
