sim cannot active

I recieved my sim today

phone #+966539268812
Tried many times but not able to activate the same, .
when i try through portal after entering phone number and IMEI number of my phone it says Your phone number is invalid! Please re-enter the valid phone number.
Please help me to activate the sim

I received promo code, but how to order the sim that I ordered before? I was ordered sim with smart phone before, and the sim has 1G data for 12 month! And simply why don't you just deliver one active sim to me instead of order again?
