Unable to Make Outgoing Call but able to receive calls & SMS.

I am unable to make outgoing calls since yesterday and customer support is telling there is some update going on whereas the other nearby user doesn't have such issues. Hence kindly update your system ASAP as I have very crucial calls to be made.
